At a press conference held by The State Council Information Office on Feb 23, Minister of Transport Li Xiaopeng said that transport logistics is connected to production and consumption, which is an important foundation for maintaining the normal production and life order of the people, promoting the stability of the industrial chain and supply chain, and serving the stability of economic and social reform and development. We adhere to a series of measures, such as on-duty duty, one-case coordination, immediate transfer, and so on. Through our joint efforts, we have achieved phased results in ensuring the smooth flow of transportation and logistics.
First, the "major arteries" and "microcirculation" are basically unimpeded. Toll booths and service areas on expressways that had been temporarily closed were opened; epidemic prevention checkpoints on highways, waterways and ship locks temporarily set up in various localities were abolished; and all express delivery distribution centers and business outlets at or above the county level that had been closed nationwide were restored. Stations, airports, ports and wharves are operating normally.
Second, transport and logistics operations are back to normal. In 2022, the total commercial freight volume increased by 8.2 percent over 2019. During this year's Spring Festival travel rush, the average daily freight volume of national railways, the average daily freight flow of expressways and the average daily cargo throughput of monitored ports all increased by more than 20 percent over 2019. The average daily number of flights guaranteed by civil aviation has recovered to about 80 percent of that in 2019, and the average daily volume of postal and express services has increased by 159.4 percent over 2019. These figures fully show that transport logistics operations are fully back to normal.
Third, the transport of key materials was smooth and orderly. We strengthened coordination with key enterprises to ensure strong support for energy, grain, people's livelihood, foreign trade, agricultural materials, agricultural machinery, medical care and other key materials, which strongly supported the stable operation of the economy and society.
Li Xiaopeng said that the achievements of logistics "Tong" and "Chang" work cannot be separated from the strong leadership of the CPC Central Committee and The State Council, the efforts of all member units of the leading group, the responsibility of the working mechanism of "Tong" and "Chang" across the region, and the commitment and dedication of the front-line cadres and staff of "Tong" and "Chang". In particular, CCTV, Xinhua News Agency, People's Daily and the mass news media actively follow up and continuously report, which plays an important role in guiding social expectations and creating a good atmosphere.
Li Xiaopeng said that although Baotong Baochang has achieved phased results, but the situation of domestic and international logistics Baotong Baochang is still grim and complex. In the next step, we will implement the important instructions of the General Secretary, give full play to the role of the Leading Group of The State Council and its office to help build a new development pattern, consolidate the existing achievements, mobilize the forces of all parties, and do a good job in all aspects of the work.
First, ensure unblocked traffic. To adhere to 24-hour duty, strengthen the supervision of transfer and tracking scheduling, timely dredging of key logistics channels, resolutely prevent long-term, large-scale congestion and disruption.
The second is to ensure transportation. We should continue to coordinate supply and demand, improve emergency transport capacity and contingency plans, ensure efficient and smooth transportation of key materials, and promote a smooth economic cycle. In particular, we will focus on energy, food, medical supplies and key materials for people's livelihood.
Third, ensure operation. To strengthen the dispatch command, strengthen the operation monitoring, timely analysis and judgment of problems, to ensure the safety and stability of traffic logistics.
Four is to protect the end. The smooth flow of the end is also very important. We should constantly improve the service network of the end distribution of urban and rural logistics, try our best to open up the last kilometer of material transportation and distribution in urban and rural areas, smooth urban and rural economic circulation, and guarantee the production and life of the people.
Fifth, international protection. To ensure the smooth flow of international logistics supply chains, we should speed up the cultivation of modern logistics enterprises with international competitiveness, and strive to build an international logistics supply chain that is open and shared, covers the whole world, and is safe and reliable with strong guarantees.
