A few days ago, the General Administration of Customs launched the first batch of pilot projects of the "one single system" supervision model of sea-rail, water-water multimodal transport in the country, and Dongzhou Port Company, a subsidiary of Hangzhou Communications Investment Group, became the first pilot unit in Hangzhou by virtue of its location advantage. On February 6, the first batch of imported goods was successfully landed, marking a substantial leap in the customs clearance and transportation efficiency of foreign trade logistics in Hangzhou.
The pilot focuses on the pain points of traditional multimodal transport such as "multiple declarations, cumbersome documents, and high costs". Before the pilot, Dongzhou Port's import and export goods needed to go through sea and inland water transit procedures respectively, and enterprises faced problems such as multiple declarations and complex document handover, and logistics timeliness and costs were limited. Nowadays, relying on the "one single system" model, enterprises only need one multimodal transport document to complete the whole transportation declaration and achieve mutual recognition of the supervision of the pilot customs area. The innovative model of "one document, the whole process" has promoted the mutual recognition and seamless connection of the supervision of Dongzhou Port and Ningbo Zhoushan Port and other seaports, and integrated into the national multimodal transport "one single system" supervision network.
According to reports. In the future, imported containerized goods arriving at Dongzhou Port will be transported by inland feeder ships after entering Ningbo, without repeating customs transfer procedures, and will directly arrive in Fuyang in a "one-stop" manner. The goods of Fuyang and surrounding enterprises can be efficiently connected to Ningbo Zhoushan Port through Dongzhou Port, seamlessly reloading outbound ships to reach the world, flexibly combining waterways, highways and other transportation modes to accurately match cost and timeliness needs. Taking the "Ningbo-Jiaxing-Fuyang" water-water intermodal transport route as an example, the transportation efficiency of the domestic section of goods has been significantly improved after the reform, the response speed and reliability of the supply chain have been greatly enhanced, and the comprehensive logistics cost of enterprises has been effectively reduced.
Foreign trade enterprises in the hinterland can enjoy the multimodal transport service of "one entrustment, one bill of lading, and full responsibility" through Dongzhou Port, which is equivalent to moving the "outlet" directly to Fuyang's "doorstep". It helps Dongzhou Port expand its supply of goods and improve its regional radiation capacity, providing a solid logistics guarantee for Hangzhou to build a "high-energy open and strong city".
The General Administration of Customs clearly requires "realizing the realization of multimodal customs supervision to the end, and the two-way connection of import and export". Dongzhou Port will actively dock and fully implement the "one order system" model, continue to optimize the port operation process and logistics services, actively cooperate with customs supervision and innovation, and help Hangzhou's foreign trade enterprises further reduce costs and increase efficiency.
From "multi-head handling" to "one order smooth", from "logistics bottleneck" to "hub upgrade", Dongzhou Port, as the first "one order system" pilot unit in Hangzhou, is writing a new chapter in the high-quality development of Hangzhou's foreign trade logistics with innovative practice.
